The National Assembly for Wales, in exercise of the powers conferred upon it by sections 2(6)(b) and (7), 4(6) and (7)(b) to (i), 139(2) and 142(4) and (5) of, and paragraph 3 of Schedule 4 to, the Adoption and Children Act 20021 and by sections 9(3), 57A(1) and (3) and 67(5) of the Adoption Act 19762, and all other powers enabling it in that behalf, hereby makes the following Regulations: —
