These Regulations contain provisions implementing Council Directive 1999/22/EC relating to the keeping of wild animals in zoos in Wales (O.J. No. L094, 9.4.1999, p 24-26) (“the Directive”). The Zoo Licensing Act 1981 (Amendment) (England and Wales) Regulations 2002 (the “2002 Regulations”) inserted a new section 22A in the Zoo Licensing Act 1981 (“the Act”) with the effect that the other amendments in those regulations applied only to England. By virtue of these Regulations section 22A ceases to have effect, thereby applying to Wales the amendments made by the 2002 Regulations.
