The National Assembly for Wales makes the following Regulations in exercise of the powers given to the Secretary of State by paragraphs 1 and 2(2) of Schedule 9 to the Local Government Finance Act 19881 and section 26(3) of the Welsh Language Act 19932 which are now vested in the National Assembly for Wales so far as exercisable in Wales3:
