4. Yn lle paragraff 2(7) rhoddir —
“(7) Datgymhwysir y bobl a ganlyn rhag bod yn aelodau panel apêl —
(a)unrhyw aelod o'r awdurdod addysg lleol neu bwyllgor rheoli (os oes un) yr uned cyfeirio disgyblion o dan sylw;
(b)yr athro neu'r athrawes sydd â gofal yr uned cyfeirio disgyblion o dan sylw neu unrhyw athro neu athrawes yn yr uned honno neu unrhyw berson sydd wedi dal unrhyw swydd o'r fath yn y pum mlynedd flaenorol;
(c)unrhyw berson a gyflogir gan yr awdurdod addysg lleol, heblaw person a gyflogir fel pennaeth neu athro neu athrawes;
(ch)unrhyw berson y mae ganddo, neu y bu ganddo ar unrhyw adeg, gysylltiad â'r canlynol —
(i)yr awdurdod addysg lleol neu'r uned cyfeirio disgyblion, neu gysylltiad ag unrhyw berson o fewn paragraff (b) neu (c), neu
(ii)y disgybl o dan sylw neu â'r digwyddiad a arweiniodd at ei wahardd,
o fath, y gellid yn rhesymol gymryd, a fyddai'n codi amheuon am ei allu i weithredu'n ddiduedd.”
