11. Rhaid gwrando ar yr apelau mewn preifatrwydd; ond —
(a)os yw'r panel yn cyfarwyddo hynny, caiff un aelod o'r awdurdod addysg lleol fod yn bresennol, fel sylwedydd, mewn unrhyw wrandawiad apêl gan y panel apêl; a
(b)caiff un aelod o Gyngor y Tribiwnlysoedd fod yn bresennol, fel sylwedydd, mewn unrhyw gyfarfod panel apêl pan ystyrir apêl.
