Gan fod Comisiwn Ffiniau Llwyodraeth Leol Cymru wedi cyflwyno i Gynulliad Cenedlaethol Cymru, yn unol ag adrannau 54(1) a 58(1) o Ddeddf Llywodraeth Leol 1972(1), adroddiad dyddiedig Tachwedd 2002 ar adolygiad a gyflawnwyd gan Gyngor Dinas a Sir Caerdydd ar y ffiniau rhwng cymunedau: Ystum Taf a'r Eglwys Newydd; Llanisien a Llys-Faen; a Threlái a Sain Ffagan; yn Ninas a Sir Caerdydd ynghyd â chynigion a luniwyd ganddo arnynt;
A chan fod Cynulliad Cenedlaethol Cymru wedi penderfynu rhoi effaith i'r cynigion hynny, heb newidiadau;
A bod mwy na chwe wythnos wedi mynd heibio ers i'r cynigion hynny gael eu gwneud;
Mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adran 58(2) o Ddeddf Llywodraeth Leol 1972 ac a freiniwyd yng Nghynulliad Cenedlaethol Cymru i'r graddau y maent yn arferadwy mewn perthynas â Chymru(2) yn awr yn gwneud y Gorchymyn canlynol:
