The National Assembly for Wales, in exercise of the powers conferred by section 16BC(2) and (3) of, and paragraphs 6(1) and (2) of Schedule 5B to the National Health Service Act 19771 which are exercisable by the National Assembly2 in relation to Wales, makes the following Regulations —
