Roedd y ddogfen strategaeth Gwella Iechyd yng Nghymru, a gyhoeddwyd gan Gynulliad Cenedlaethol Cymru fis Chwefror 2001, yn dynodi'r bwriad i ddiddymu'r pum Awdurdod Iechyd sydd eisoes yn bodoli yng Nghymru ar 1 Ebrill 2003 a chreu Byrddau Iechyd Lleol y gall y Cynulliad Cenedlaethol ddirprwyo iddynt swyddogaethau Awdurdodau Iechyd a drosglwyddwyd iddo yn unol ag adran 27 o Ddeddf Llywodraeth Cymru 1998 (1998 p.38), a swyddogaethau eraill y Cynulliad Cenedlaethol sy'n ymwneud â'r gwasanaeth iechyd.

Mae'r Gorchymyn hwn yn sefydlu Byrddau Iechyd Lleol fel y darperir ar gyfer hynny yn adran 16BA o Ddeddf Gwasanaeth Iechyd Gwladol 1977 (1977 p. 49) ac Atodlen 5B iddi ac mae'n nodi'r ardaloedd y maent wedi'u sefydlu ar eu cyfer. Y bwriad yw y bydd gan Fyrddau Iechyd Lleol yr un ffiniau ag ardaloedd llywodraeth leol yng Nghymru. Mae'r Gorchymyn hefyd yn darparu ar gyfer swyddogaethau interim Byrddau Iechyd Lleol rhwng dyddiadau eu sefydlu a'u dyddiadau gweithredol ac yn nodi eu dyddiadau cyfrifyddu.

Mae Awdurdod Iechyd Cymru yn cael eu diddymu drwy Orchymyn sy'n cael ei wneud yn unol ag adran 27 o Ddeddf Llywodraeth Cymru 1998.

Mewn perthynas ag aelodaeth a chyfansoddiad Byrddau Iechyd Lleol, gweler Rheoliadau Byrddau Iechyd Lleol (Cyfansoddiad, Aelodaeth a Gweithdrefnau) (Cymru) 2003 (O.S. 2003/149, (Cy.19)).
