Yn dod i rym yn unol â darpariaethau Rheoliad 1(1)
Mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd iddo gan adrannau 18(1) a (2), 19(1), (2), (4), (5) a (6), 20(1) a (2), 105(2) a 106(1) a (2) o Ddeddf Llywodraeth Leol 2000(1) yn gwneud y Rheoliadau canlynol:
Enw, cychwyn, dehongli a chymhwyso
1.—(1) Enw'r Rheoliadau hyn yw Rheoliadau Awdurdodau Lleol (Trefniadau Gweithrediaeth) (Cyflawni Swyddogaethau) (Diwygio) (Cymru) 2003 a deuant i rym drannoeth y diwrnod y caiff y Rheoliadau hyn eu llofnodi.
(2) Yn y Rheoliadau hyn, ystyr “y prif Reoliadau” yw Rheoliadau Awdurdodau Lleol (Trefniadau Gweithrediaeth) (Cyflawni Swyddogaethau) (Cymru) 2002(2).
(3) Mae'r Rheoliadau hyn yn gymwys i Gymru yn unig.

2. Dirymir Rheoliadau Awdurdodau Lleol (Trefniadau Gweithrediaeth) (Cyflawni Swyddogaethau) (Diwygio) (Cymru) 2002(3).
Diwygio'r prif Reoliadau
3. Yn lle paragraff (1) o reoliad 12 o'r prif Reoliadau (Aelodau cyd-bwyllgorau) rhowch—
“(1) Yn ddarostyngedig i baragraff (3) isod, gellir penodi aelod neu swyddog awdurdod lleol i gyd-bwyllgor yn unol â rheoliad 11 uchod gan weithrediaeth, aelod o weithrediaeth neu bwyllgor gweithrediaeth, ac, yn achos aelod, ni waeth a yw'r person hwnnw yn aelod o'r weithrediaeth honno ai peidio, ac ni fydd y gofynion am gydbwysedd gwleidyddol yn gymwys wrth benodi aelodau o'r fath.”.

Galluogodd Rheoliadau Awdurdodau Lleol (Trefniadau Gweithrediaeth) (Cyflawni Swyddogaethau) (Cymru) 2002, a wnaed o dan Ran II o Ddeddf Llywodraeth Leol 2000, awdurdod lleol yng Nghymru a weithredai drefniadau gweithrediaeth i wneud trefniadau fel y cyflawnir ei swyddogaethau gweithrediaeth gan bwyllgorau ardal, gweithrediaeth awdurdod lleol arall neu ar y cyd ag un neu fwy o awdurdodau lleol drwy gyfrwng cyd-bwyllgor.
Darparodd Rheoliad 12(1) o Reoliadau Awdurdodau Lleol (Trefniadau Gweithrediaeth) (Cyflawni Swyddogaethau) (Cymru) 2002 (“Rheoliadau 2002”) mai aelodau o weithrediaethau yn unig y gellir eu penodi i gyd-bwyllgor sy'n arfer swyddogaethau gweithrediaeth.
Mae'r Rheoliadau hyn yn dirymu a disodli Rheoliadau Awdurdodau Lleol (Trefniadau Gweithrediaeth) (Cyflawni Swyddogaethau) (Diwygio) (Cymru) 2002 a ddiwygiodd Reoliadau 2002. Mae'r Rheoliadau hyn yn darparu pŵer penodi positif fel y gallai aelodau nad ydynt yn aelodau o'r weithrediaeth a swyddogion wasanaethu ar gyd-bwyllgorau.
