The National Assembly for Wales, in exercise of the powers conferred upon it by sections 68(1) and (2) and 104(4) of and paragraph 4 of Schedule 9A to the Children Act 1989(1) hereby makes the following Regulations:

1989 c. 41. The functions under section 68 are, so far as exercisable in relation to Wales, transferred to the National Assembly for Wales by article 2(a) of the National Assembly for Wales (Transfer of Functions) Order 1999, S.I. 1999/672. Schedule 9A was inserted into the Children Act 1989 by section 79(2) of and Schedule 3 to the Care Standards Act 2000 (c. 14). For the meaning of “prescribed” see section 105(1) of the 1989 Act and for the meaning of “regulations” see section 79B(7) of that Act, inserted by section 79 of the Care Standards Act 2000.
