Cymeradwyo ceisiadau

5.—(1) Yn ddarostyngedig i'r ddeddfwriaeth Gymunedol, caiff y Cynulliad Cenedlaethol—

(a)wrthod cymeradwyo cais at ddibenion cael cymorth ariannol; neu

(b)ei gymeradwyo yn gyfan gwbl neu'n rhannol a hynny naill ai yn ddiamod neu o dan unrhyw amodau y gall benderfynu arnynt.

(2) Gyda chydsyniad y ceisydd, caiff y Cynulliad Cenedlaethol amrywio cymeradwyaeth o dro i dro drwy ddiwygio unrhyw amodau y mae'r gymeradwyaeth wedi'i rhoi odanynt neu drwy ychwanegu amodau.

(3) Rhaid i'r Cynulliad Cenedlaethol—

(a)hysbysu'r ceiswyr yn ysgrifenedig am ganlyniad eu ceisiadau;

(b)hysbysu buddiolwyr am unrhyw amodau y mae cymeradwyaeth wedi'i rhoi odanynt neu sydd wedi'i hamrywio yn unol â'r rheoliad hwn.

(4) Pan fydd y Cynulliad Cenedlaethol yn hysbysu ceisydd ei fod wedi gwrthod cymeradwyo cais neu'n hysbysu buddiolwr ei fod wedi rhoi cymeradwyaeth o dan amodau neu wedi amrywio telerau cymeradwyaeth sydd eisoes yn bodoli, rhaid iddo roi i bob ceisydd neu fuddiolwr o'r fath—

(a)rhesymau ysgrifenedig am ei benderfyniad; a

(b)cyfle i gyflwyno sylwadau mewn perthynas â'r penderfyniad hwnnw o fewn unrhyw amser sydd ym marn y Cynulliad Cenedlaethol yn rhesymol ac sydd wedi'i hysbysu i'r ceisydd neu'r buddiolwr.

(5) Os yw'r Cynulliad Cenedlaethol wedi cael unrhyw sylwadau yn unol â pharagraff (4), rhaid iddo eu hystyried a chaiff gadarnhau ei benderfyniad neu roi penderfyniad gwahanol yn ei le.

(6) Rhaid i'r Cynulliad Cenedlaethol hysbysu'r ceisydd neu'r buddiolwr yn ysgrifenedig am unrhyw benderfyniad a gadarnheir neu y rhoddir un arall yn ei le yn unol â pharagraff (5).
