The National Assembly for Wales makes the following Order in exercise of the powers given to the Secretary of State by sections 43(6B)(b) and (c)(ii) and 47(3A)(b) of the Local Government Finance Act 1988 1 which are now vested in the National Assembly for Wales so far as exercisable in Wales2.
