The Education (Assembly Learning Grant Scheme) (Wales) (Amendment) Regulations 2002

The National Assembly for Wales makes the following Regulations in exercise of the powers conferred upon the Secretary of State by sections 484, 489 and 569(4) of the Education Act 19961 and now vested in the National Assembly2.

Name, commencement and application1.

(1)

These Regulations are called the Education (Assembly Learning Grant Scheme) (Wales) (Amendment) Regulations 2002 and shall come into force on 15th November 2002.

(2)

These Regulations apply in relation to local education authorities in Wales.

Amendment of Regulations2.

In the Education (Assembly Learning Grant Scheme) (Wales) Regulations 20023, for the Schedule substitute—

“SCHEDULEPURPOSE FOR OR IN CONNECTION WITH WHICH GRANT IS PAYABLE

Regulations 2, 3 and 7

1.

The making of post-compulsory education awards known as Assembly Learning Grants under the Local Education Authority (Post-Compulsory Education Awards) (Wales) Regulations 20024 to persons—

(a)

whose financial resources, as assessed in accordance with the provisions of the Assembly Learning Grant Scheme, do not exceed the level of financial resources specified in the conditions of eligibility for that Scheme; and

(b)

who meet the other conditions (if any) of eligibility for that Scheme,

for the purpose referred to in paragraph 2.

2.

That purpose is to enable persons to undertake courses of further or higher education designated for the purposes of that Scheme, by providing financial assistance in or towards meeting the cost of books, equipment, travel or childcare incurred in consequence of their attending such a course.”

These Regulations amend the Education (Assembly Learning Grant Scheme) (Wales) Regulations 2002 by substituting a new Schedule. The new Schedule clarifies that the intention of the Assembly Learning Grant Scheme is to enable those with limited financial resources to undertake courses of further or higher education by providing financial assistance in or towards the cost of books, equipment, travel or childcare incurred in connection with attending such a course.
