The National Assembly for Wales, in exercise of the powers conferred upon it by sections 2(2) and (4) and 146(1) and (2) of the Housing Grants, Construction and Regeneration Act 19961 as extended by section 26(3) of the Welsh Language Act 19932 makes the following Regulations:
