The National Assembly for Wales, in exercise of the powers conferred upon the Secretary of State by sections 39(5) to (7) of the Local Government and Housing Act 19891, but now vested in it by virtue of the National Assembly for Wales (Transfer of Functions) Order 19992 hereby makes the following Order.
