<Title>Amendment to the Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) Regulations</Title>

<Text>The Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) Regulations 2001<FootnoteRef Ref="f00002"/> are amended as follows.</Text>

<Text>For paragraph (4) of Regulation 5 substitute:</Text>

<Text>An item of business may not be considered at a meeting unless:</Text>

<Pnumber>a</Pnumber>

<Text>a copy of the agenda including the item (or a copy of the item) is open to inspection by members of the public in pursuance of paragraph (1):</Text>
<P4>
<Pnumber>i</Pnumber>
<P4para>
<Text>for at least three clear days before the meeting, or</Text>
</P4para>
</P4>
<P4>
<Pnumber>ii</Pnumber>
<P4para>
<Text>where the meeting is convened at shorter notice, from the time the meeting is convened; or</Text>
</P4para>
</P4>
</P3para>
</P3>
<P3>
<Pnumber>b</Pnumber>
<P3para>
<Text>by reason of special circumstances, which shall be specified in the minutes, the chairperson of the meeting is of the opinion that the item should be considered at the meeting as a matter of urgency.</Text>

<Text>Regulation 2 makes provision for the chairperson of a meeting of the executive, or a committee of the executive, of a local authority to make additions to the agenda for the meeting where that person is of the view that the additional matter should be considered, by reason of special circumstance, as a matter of urgency.</Text>
