Offences7.
(1)
A person shall be guilty of an offence if, without reasonable excuse, proof of which shall lie on that person—
(a)
they contravene or fail to comply with article 4; or
(b)
they intentionally obstruct an inspector in the exercise of his or her powers given by or under article 6(2)(b) or (3).
(2)
A person guilty of an offence under paragraph (1) above shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.
