Mae'r Rheoliadau hyn yn darparu, at ddibenion y swyddogaeth sydd gan Gyngor Gofal Cymru o dan adran 54(3) o Ddeddf Safonau Gofal 2000 (“y Ddeddf”) yn unig, fod personau penodol i'w trin fel gweithwyr gofal cymdeithasol. O dan adran 54(3) o'r Ddeddf rhaid i Gyngor Gofal Cymru hyrwyddo mewn perthynas â Chymru safonau ymddygiad a safonau ymarfer uchel ymhlith gweithwyr gofal cymdeithasol, a safonau uchel ar gyfer eu hyfforddiant.
Y personau a ddisgrifir yn is-baragraffau (a) i (g) o adran 55(3) o'r Ddeddf yw'r rhai sydd i'w trin fel gweithwyr gofal cymdeithasol at y dibenion sydd newydd eu crybwyll. Maent yn cynnwys personau sy'n ymgymryd â gwaith at ddibenion swyddogaethau gwasanaethau cymdeithasol awdurdod lleol (neu â darparu gwasanaethau sy'n debyg i'r rhai sy'n cael eu darparu wrth arfer y swyddogaethau hynny); personau sy'n ymgymryd â darparu gofal personol i unrhyw berson; personau penodol sy'n ymwneud ag asiantaethau gwaith cymdeithasol; personau sy'n cael eu cyflogi mewn canolfannau dydd; a myfyrwyr penodol sy'n astudio gwaith cymdeithasol.
