The National Assembly for Wales makes the following Regulations in exercise of the powers conferred on it by sections 32, 105(2) and 106(1) & (2) of, and paragraphs 9(4), (5) and (6) of Schedule 1 to, the Local Government Act 20001, and in exercise of the powers conferred on the Secretary of State by sections 499 and 569(4) and (5) of the Education Act 19962 and now vested in the National Assembly for Wales3:
