The National Assembly for Wales, in exercise of the powers conferred by section 2(3) and (4) and section 11(1) and (3) of the Carers and Disabled Children Act 20001 and section 1(1)(b)(ii) of the Community Care (Direct Payments) Act 19962, hereby makes the following Regulations:
