The National Assembly for Wales makes the following Order in exercise of the powers conferred on the Secretary of State by sections 140(4), 143(1) and (2) of, and paragraphs 3(1), (3) and (4) of Schedule 6 to the Local Government Finance Act 19881 and now vested in the National Assembly for Wales so far as exercisable in Wales.
