The National Assembly for Wales makes the following Regulations in exercise of the powers conferred on the Secretary of State by sections 13, 113(1) and (2) and 116(1) of and paragraphs 1 and 2(4) of Schedule 2 to the Local Government Finance Act 19921 and of all other powers enabling the Secretary of State in that behalf which are now vested in the National Assembly for Wales so far as exercisable in Wales2:
