The National Assembly for Wales makes the following Order in exercise of the powers conferred on the Secretary of State, by sections 143(1) and (2) of, and paragraph 3(1) and (2) of Schedule 6, to the Local Government Finance Act 19881 and now vested in it2 in so far as exercisable in Wales.
