Effaith y diwygiad hwn fydd galluogi athrawon sy'n addysgu mewn ysgolion meithrin, ysgolion arbennig ac addysg bellach i sefyll etholiad i Gyngor Addysgu Cyffredinol Cymru. Ni fyddai geiriad Rheoliadau Cyngor Addysgu Cyffredinol Cymru (Cyfansoddiad) 1999 wedi caniatáu iddynt wneud hynny gynt.

At y diben hwn, mae “athrawon” yn golygu athro sydd wedi cymhwyso o fewn ystyr adran 218(2) o Ddeddf Diwygio Addysg 1988; neu, athro cofrestredig, unwaith y bydd cofrestr o athrawon wedi'i sefydlu gan Gyngor Addysgu Cyffredinol Cymru.

Mae'r Rheoliadau hyn yn diwygio Rheoliadau Cyngor Addysgu Cyffredinol Cymru (Cyfansoddiad) 1999 fel y bydd aelodau etholedig Cyngor Addysgu Cymru yn cynnwys:

(a)pedwar athro disgyblion iau (personau o dan 12 oed);

(b)pedwar athro disgyblion hŷn; (personau 12 oed neu'n hŷn);

(c)pedwar pennaeth neu ddirprwy bennaeth ysgol.
