The Secretary of State makes these Regulations in exercise of the power conferred by section 7(2)(a) of the Animal Welfare (Livestock Exports) Act 2024(1).
1.—(1) These Regulations may be cited as the Animal Welfare (Livestock Exports) Act 2024 (Commencement) (England) Regulations 2024.
(2) These Regulations extend to England and Wales.
(3) These Regulations apply in relation to England.
2. The following provisions of the Animal Welfare (Livestock Exports) Act 2024 come into force on 22nd July 2024—
(a)section 1 (prohibition of export of livestock for slaughter);
(b)section 5(a) and (c) (connected repeals in relation to horses).

These Regulations bring into force in relation to England the remaining provisions of the Animal Welfare (Livestock Exports) Act 2024 (c. 11) (“the Act”) that did not come into force on the day on which the Act was passed.
Regulation 2 brings sections 1 and 5(a) and (c) of the Act into force on 22nd July 2024.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen independent of the provisions which these Regulations bring into force.
