The Secretary of State in exercise of the powers conferred by section 1 of the Export Control Act 20021 and Article 15(1) of Council Regulation (EC) No 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items (Recast)2 makes these Regulations.
