The Treasury make these Regulations in exercise of the powers conferred by sections 13(1), (4), (5) and (6), 14(3), 16(1), 83(1) and 84(2) of, and Schedule 4 to, the Financial Services and Markets Act 2023(1).
In accordance with sections 16(1) and (2) of that Act, the Treasury has consulted the Bank of England and the Financial Conduct Authority, being the appropriate regulators(2), and such other persons as the Treasury consider appropriate.
The appropriate regulators for the purpose of Section 17(2) of the Financial Services and Markets Act 2023.
