The Secretary of State makes the following Regulations in exercise of the powers conferred by section 1(6) and (8) of the Social Security (Additional Payments) Act 2023(1).
1.—(1) These Regulations may be cited as the Social Security Additional Payments (Second Qualifying Day) Regulations 2023 and come into force on 11th October 2023.
(2) These Regulations extend to England and Wales, Scotland and Northern Ireland.
2. 17th September 2023 is the second qualifying day for the purpose of the means-tested additional payments under section 1 of the Social Security (Additional Payments) Act 2023.

These Regulations specify the second qualifying day for the purpose of the means-tested additional payments under section 1 of the Social Security (Additional Payments) Act 2023 (c. 7) (“the Act”).
The specified day is 17th September 2023. As provided for by section 1(8) of the Act, this falls before the day on which these Regulations come into force.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, public or voluntary sector is foreseen.
