These Regulations are made by—

(a)

the Secretary of State in exercise of the powers in section 4(19) of the London Local Authorities and Transport for London Act 2003 and sections 72, 73(3), 79, 88, 89 and 92 of, and paragraph 10 of Schedule 7 to and paragraphs 6 and 8 of Schedule 9 to, the Traffic Management Act 2004 (“the TMA 2004”), and

(b)

the Lord Chancellor, in exercise of the powers conferred by sections 78, 78A, 81, 82 and 89 of the TMA 2004.

In accordance with paragraph 10(3) of Schedule 7 to the TMA 2004, the Secretary of State has, in relation to the amendments made by regulation 43 of these Regulations, consulted such representatives of chief officers of police, and such associations of local authorities, as the Secretary of State considered appropriate.
