14.—(1) Commission Implementing Decision (EU) 2019/1614 authorising Member States to provide for derogations from certain provisions of Council Directive 2000/29/EC in respect of potatoes, other than potatoes intended for planting, originating in the regions of Akkar and Bekaa of Lebanon(1) is amended as follows.

(2) For Article 1, substitute—

Article 1

Authorisation to provide for derogation

1.  By way of derogation from Article 40(1) of Regulation (EU) 2016/2031(2), as read with entry 17 of the table in Part A of Annex 6 to Regulation (EU) 2019/2072(3), competent authorities may authorise the introduction into their territory of potatoes specified in that table where they originate in the regions of Akkar and Bekaa of Lebanon, and satisfy the conditions set out in the Annex to this Decision.

2.  In this Decision—

(a)competent authority” has the meaning given in Article 2(6) of Regulation (EU) 2016/2031;

(b)third country” means any country or territory outside of the United Kingdom;

(c)UK NPPO” has the meaning given in Article 2(43) of Regulation (EU) 2016/2031.

(3) In Article 2—

(a)in the opening paragraph, for “as set out in Article 13a(3) of Directive 2000/29/EC” substitute “as provided for in Article 76 of Regulation (EU) 2016/2031”;

(b)in point (a), in the first place it occurs, omit “EU”.

(4) In Article 3—

(a)in paragraph 1—
