The Secretary of State, being satisfied that it is desirable to do so, makes the following Order in exercise of the powers conferred by section 20(1) and (2) of the Road Traffic Regulation Act 19841.

This Order does not have effect unless and until it has been approved by a resolution of each House of Parliament in accordance with section 20(4) of the Road Traffic Regulation Act 1984.
