(4)
Paragraph (3) does not affect the power of the Secretary of State to specify further days on and after which the penalty fare provisions will have effect.
(5)
Any day specified by the Secretary of State for the purposes of paragraph (2) or (4) shall be published in a newspaper circulating in the area of Luton Borough Council and Central Bedfordshire Council not later than one week before that date, and in such additional manner as may be approved by the Secretary of State.
(6)
No day may be specified under paragraph (2) except at the request of LLAL.
