The Secretary of State, in exercise of the powers conferred by section 69(2) and (4) of the Deregulation and Contracting Out Act 1994(1), makes the following Order.

In accordance with section 77(2) of that Act, a draft of this Order was laid before, and approved by a resolution of, each House of Parliament.
