The Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by section 99(1) and (2) of the Road Traffic Regulation Act 1984(1).
The Secretary of State has consulted with representative organisations in accordance with section 134(2) of that Act(2).

1984 c. 27. Section 99(1) was amended by the Protection of Freedoms Act 2012 (c. 9), section 55. Section 99(2) was amended by the Road Traffic Act 1991 (c. 40), Section 83 and Schedule 8 and by the Protection of Freedoms Act 2012, section 55.
(2)
Section 134(2) was amended by the Scotland Act 2016 (c. 11), Section 44(1) and Schedule 2, paragraph 12(3).
