Coming into force in accordance with article 1(2)
The Minister for the Cabinet Office makes the following Order in exercise of the powers conferred by sections 75(1) and 154(5)(a) and (b) of the Police Reform and Social Responsibility Act 2011(1).
1.—(1) This Order may be cited as the Police and Crime Commissioner Elections (Designation of Local Authorities) (Amendment) Order 2021.
(2) This Order comes into force on the day after the day on which it is made, apart from article 2(3)(b) which comes into force on 1st April 2021.
2.—(1) The Police and Crime Commissioner Elections (Designation of Local Authorities) Order 2020(2) is amended as follows.
(2) Omit article 4 (revocation and saving).
(3) In the table in Schedule 1 (designated local authorities in England)—
(a)in the entry relating to the police area of Norfolk, in column 2, for “South Norfolk Council” substitute “Broadland District Council”;
(b)in the entry relating to the police area of Northamptonshire, in column 2, for “Kettering Borough Council” substitute “North Northamptonshire Council”;
(c)in the entry relating to the police area of Surrey, in column 2, for “Reigate & Banstead Borough Council” substitute “Runnymede Borough Council”;
(d)omit the entry relating to the police area of West Yorkshire(3).
(4) In the table in Schedule 2 (designated local authorities in Wales), in the entry relating to the police area of Dyfed-Powys, in column 2, for “Pembrokeshire County Council” substitute “Ceredigion County Council”.
3. The amendments made by article 2 have no effect in respect of any election which takes place before 6th May 2021.

This Order amends the Police and Crime Commissioner Elections (Designation of Local Authorities) Order 2020 (S.I. 2020/134) (“the 2020 Order”).
The 2020 Order designated, for the purposes of section 75 of the Police Reform and Social Responsibility Act 2011 (c. 13), local authorities in relation to police and crime commissioners for the police areas named in Schedules 1 and 2 to that Order (for England and for Wales). Article 2 of this Order makes changes in respect of the police areas set out there. Article 3 provides that these changes will not affect any election held before 6th May 2021.
An impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
2011 c. 13. Section 75(1) was amended by S.I. 2015/1526 and 2016/997. Section 154(5) was amended by S.I. 2014/268 and 2016/997.
The Mayor of the West Yorkshire Combined Authority, first to be elected on 6th May 2021, will exercise the functions of the police and crime commissioner for West Yorkshire, and no further elections of the latter office will take place (S.I. 2021/112, Part 10).
