The Secretary of State, in exercise of the powers conferred by paragraphs 3(2)(b), 3A(2)(b), 4A(2)(b), 5(1) and 5(2)(a) of Schedule 4A to the Leasehold Reform Act 19671 and section 5A(2)(b), (3) and (4)(a) of the Rent Act 19772, makes the following Regulations:
