The Secretary of State for Transport and the Secretary of State for Housing, Communities and Local Government, acting jointly in exercise of the powers conferred by paragraphs 23(1), 26 and 28(1) of Schedule 17 to the High Speed Rail (West Midlands – Crewe) Act 20211, make the following Regulations.
