EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) (“the International Travel Regulations”) to remove Botswana, Israel, Jerusalem, Mauritius and the Seychelles from the list of exempt countries and territories in Schedule A1 to the International Travel Regulations, from which passengers arriving in England are not required to self-isolate. The changes to Schedule A1 will not affect passengers who arrive in England before 4.00 a.m. on 9th January 2020.

In addition, enhanced measures have been implemented for passengers arriving from certain countries by way of additions to Schedule B1. These countries are Angola, Botswana, Eswatini, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Seychelles, Zambia and Zimbabwe. The changes–

(a)remove exemptions from the requirement to self-isolate and the requirement to complete a Passenger Locator Form for people who have arrived in England from these countries or who have arrived in England from elsewhere and, during the 10 days preceding their arrival in England, have been in or transited through them;

(b)exclude arrivals from these countries and members of their household from the “Test to Release” regime;

(c)require people residing with arrivals from these countries to self-isolate.

The poultry processing workers exemption has also been removed following the end of the seasonal period. Certain events have been added and also removed following their completion from the list of specified competitions at Schedule 3.
