The Secretary of State makes these Regulations, in exercise of the powers conferred by sections 22C(11) and 104(4) of the Children Act 1989(1):
1989 c. 41. Section 22C was inserted by the Children and Young Persons Act 2008 (c. 23), section 8 and amended by the Children and Families Act 2014 (c. 6), sections 2 and 12 and Schedule 2, paragraph 29 and by S.I.2016/413.
