The Secretary of State makes these Regulations in exercise of the powers conferred by section 20(1) of the Hill Farming Act 1946(1).

1946 c. 73. Section 20(1) was amended by section 1 of the Hill Farming Act 1985 (c. 32) and S.I. 1955/554. The functions of the Minister of Agriculture, Fisheries and Food were transferred to the Secretary of State by virtue of S.I. 2002/794.
