The Secretary of State makes these Regulations in exercise of the powers conferred by sections 37 and 50(3) of the Agriculture Act 20201.
As required by Article 9 of Regulation (EC) No 178/2002 of the European Parliament and of the Council laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety2 there has been open and transparent public consultation during the preparation of these Regulations.
In accordance with sections 37(6) and 50(6)(a) of the Agriculture Act 2020, a draft of this instrument has been laid before Parliament and approved by a resolution of each House of Parliament.
