EXPLANATORY NOTE
(This note is not part of the Regulations)

These Regulations are made in exercise of the powers conferred by section 8(1) of, and paragraph 21 of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c. 16) (“the 2018 Act”) to address failures of retained EU law to operate effectively and other deficiencies arising from the withdrawal of the UK from the European Union. In particular, these Regulations address deficiencies under paragraphs (a), (b), (c), (d) and (g) of section 8(2) of the 2018 Act.

These Regulations also make consequential provision in exercise of the power conferred by section 41(1) of the European Union (Withdrawal Agreement) Act 2020 (c. 1) in order to update references to “exit day” to “IP completion day” as a result of the creation of the implementation period by that Act.

These Regulations make amendments to legislation in the field of statistics and are made subsequent to the UK Statistics (Amendment etc.) (EU Exit) Regulations 2019 (S.I. 2019/489). Part 2 amends primary legislation and Part 3 amends subordinate legislation. Part 4 revokes the EU regulations and EU decisions set out in Schedule 1. Part 4 also includes a saving provision, and amends Annex XXI to the EEA agreement as set out in Schedule 2.

An impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
