The Secretary of State makes these Regulations in exercise of the powers conferred by—
So far as these Regulations are made in exercise of powers under the Food Safety Act 1990, the Secretary of State has had regard to relevant advice given by the Food Standards Agency in accordance with section 48(4A) of the Food Safety Act 1990.
There has been consultation, as required by Article 9 of Regulation (EC) No 178/2002 of the European Parliament and of the Council laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety(3), during the preparation and evaluation of these Regulations.
1. These Regulations may be cited as the Products Containing Meat etc. (England) (Amendment) Regulations 2021, come into force on 12th December 2021 and extend to England and Wales.
2.—(1) The Products Containing Meat etc. (England) Regulations 2014(4) are amended as follows.
(2) In regulation 1—
(a)in the heading, for “, commencement and expiry” substitute “and commencement”;
(b)omit paragraphs (3) and (4).
(3) Omit regulation 10.
(4) In Schedule 3, omit paragraphs 1 to 6.
3. In regulation 6(4)(b) of the Food (Amendment and Transitional Provisions) (England) Regulations 2021(5), for “12th December 2021” substitute “1st October 2022”.

These Regulations make amendments to the Products Containing Meat etc. (England) Regulations 2014 (S.I. 2014/3001) and the Food (Amendment and Transitional Provisions) (England) Regulations 2021 (S.I. 2021/616).
Regulation 2 amends the Products Containing Meat etc. (England) Regulations 2014 to remove their expiry date, review clause and provisions that are no longer in force.
Regulation 3 amends the Food (Amendment and Transitional Provisions) (England) Regulations 2021 to extend the transitional period during which the requirements of the Products Containing Meat etc. (England) Regulations 2014 do not apply to certain imported meat products, so that the period ends with effect from 1st October 2022 rather than 12th December 2021. This brings the transitional period for these meat products in line with the transitional period applicable to other imported food products to which regulation 6 of the Food (Amendment and Transitional Provisions) (England) Regulations 2021 applies.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
1990 c. 16; section 6(4) was amended by paragraph 6 of Schedule 9 to the Deregulation and Contracting Out Act 1994 (c. 40), paragraphs 10(1) and (3) of Schedule 5, and Schedule 6, to the Food Standards Act 1999 (c. 28) and S.I. 2002/794; sections 16(1) and 48(1) were amended by paragraph 8 of Schedule 5 to the Food Standards Act 1999; section 48(4A) was inserted by paragraph 21 of Schedule 5 to the Food Standards Act 1999.
1998 c. 31; section 114A was substituted for section 114, as originally enacted, by section 86(1) of the Education and Inspections Act 2006 (c. 40) and amended by section 8(1) of the Healthy Eating in Schools (Wales) Measure 2009 (2009 nawm 3) and S.I. 2010/1158; there is an amendment to section 138(7) which is not relevant to these Regulations; see section 142(1) for the meaning of “regulations”.

S.I. 2014/3001, amended by S.I. 2021/616; there is another amending instrument but it is not relevant.
