The Secretary of State, in exercise of the powers conferred by sections 342(2), 342(4)(a) and 569(4) of the Education Act 19961 and 94(1)(d) and (2)(a) and 166(6)(a) of the Education and Skills Act 20082 makes the following Regulations.
