Section 92 was amended by paragraph 32 of Schedule 4 to the Local Democracy, Economic Development and Construction Act <ref eId="c00003" href="http://www.legislation.gov.uk/id/ukpga/2009/20">2009 (c. 20)</ref> (“the 2009 Act”).</p></authorialNote>, West Suffolk Council made recommendations, following a review by St. Edmundsbury Borough Council<authorialNote class="footnote" eId="f00002" marker="2"><p>St Edmundsbury Borough Council conducted a community governance review, following which it made the St Edmundsbury Borough Council (Reorganisation of Community Governance) Order 2011 on 1st April 2011. That Order was made under powers including section 86 of the 2007 Act; such Orders are not required to be made by statutory instrument. A hard copy of that Order is available for inspection at reasonable times at the offices of West Suffolk Council, West Suffolk House, Western Way, Bury St Edmunds IP33 3YU. On 1st April 2019, by virtue of <ref eId="c00004" href="http://www.legislation.gov.uk/id/uksi/2018/639">S.I. 2018/639</ref>, St Edmundsbury Borough Council was abolished and merged with Forest Heath District Council to form West Suffolk Council. West Suffolk Council, as the direct successor authority of St Edmundsbury Borough Council, has recommended alterations to Suffolk County Council division boundaries to reflect the changes made to parish council boundaries following the 2011 community governance review.</p></authorialNote>, to the Local Government Boundary Commission for England<authorialNote class="footnote" eId="f00003" marker="3"><p>The Local Government Boundary Commission for England was established on 1st April 2010 by section 55(1) of the 2009 Act.
