10.—(1) The Health Protection (Coronavirus, Restrictions) (Blackburn with Darwen and Luton) Regulations 2020 (“the first Protected Area Regulations”) are revoked.

(2) Despite the revocation of the first Protected Area Regulations, they continue in force in relation to any offence committed under the first Protected Area Regulations before these Regulations came into force.

(3) A designation made in exercise of the powers conferred by regulation 5(9)(b), 7(3)(b), 7(13)(a) or 8 of the first Protected Area Regulations in so far as they applied in, or in relation to, the relevant area is to be treated as if it had been made in exercise of the powers conferred by regulation 5(9)(b), 7(3)(b), 7(13)(a) or 8 as appropriate of these Regulations.

(4) In this regulation “the relevant area” means the area of Blackburn with Darwen Borough Council.
