36.—(1) Section 38 (change of security) is amended as follows.
(2) For “Loan Commissioners” substitute “Treasury”.
(3) Omit “subject to the prescribed regulations,”.
(4) For “the Commissioners” substitute “the Treasury”.
(5) For “the loan” in both places occurring substitute “the local loan”.
