(a) in paragraph (1), for “Minister” substitute “Governor”;

(b) in paragraph (2)—

(i) for “Minister” substitute “Governor, with the consent of the Secretary of State”;

(ii) in sub-paragraph (b), for “United Kingdom” substitute “Territory”.
