4.  In regulation 4 (purposes)—

(a) in paragraph (1), for “The regulations contained in this instrument that are made under section 1 of the Act” substitute “These Regulations”;

(b) in paragraph (2)(a), after “United Kingdom” insert “, the Territory,”.
