Relaxation of the restriction

10.  The power in section 153C(1) of the Act (relaxation of restriction) is exercisable, in relation to exit payments made by—

(a) a devolved Welsh authority, by the Welsh Ministers instead of by a Minister of the Crown;

(b) a local authority in England, by the full council of that local authority;

(c) a fire and rescue authority in England, by the fire and rescue authority; and

(d) the Greater London Authority, by the London Assembly.
